They are threaded different ways, one screws in clockwise and the other anticlockwise. They come in separate bags marked L&R.

Yes, it can be folded in a few seconds at the press of a lever. Use your hands to hold the T bar, press down the latch with your foot and then pull down the T bar until the locking mechanism locks into the slot.

Store your scooter indoors in a dry and suitable temperature. Ensure your scooter is fully charged before storing. If you are storing the scooter for a long period of time charge once a month (unless the ambient temperature is below 0°).
